Cardinal Solutions partners with businesses to provide HR support and people solutions that strengthen organizations from the inside out.

Cardinal Solutions was founded by Amanda and Ashlee Barlow with a shared vision – to help businesses build strong, thriving teams. Combining their expertise in human resources, leadership development, and change management, Amanda and Ashlee created a firm that serves as a one-stop shop for organizations navigating any and all aspects of workforce challenges and growth.  

We understand that successful businesses need more than policies and processes alone. They need clear guidance, strong people practices, effective training, employee development, and the right support when workplace challenges arise. That is why our work goes beyond traditional HR services to help businesses build healthier, more capable, and more productive workplaces.

Amanda Barlow

With leadership experience across human services, public agencies, and private sector operations, Amanda brings a practical and strategic approach to helping organizations grow, improve, and better serve their communities.

Over the course of her career, Amanda has led initiatives focused on organizational restructuring, systems improvement, stakeholder alignment and the development of professionals and teams through training, mentorship and leadership support.

Amanda is best known for her ability to connect people, align operations with purpose-driven goals and lead with both strategy and empathy. She brings a strong understanding of how to navigate complex systems and build trust across teams.



Ashlee Barlow 

Co-Founder | Consultant

Ashlee brings a practical, people-centered approach to helping businesses navigate HR and workforce challenges. She is committed to providing clear guidance, thoughtful support, and solutions grounded in real-world experience.

Her work centers on strengthening people practices, supporting employee development, and helping organizations respond effectively to the day-to-day issues that affect teams and operations. She values communication, consistency, and strong working relationships, and helps clients build workplaces that are more supportive, effective, and positioned for growth.

Ashlee is known for her collaborative style, steady presence, and commitment to helping organizations support their people while advancing business goals.
